If you are already serving but want to change units, the report is submitted electronically via the “Army+” app, with no paperwork. You do not need to clear it with your current commander beforehand. We explain the procedure, timeframes and restrictions.

Who can submit a report

Serving members of the Armed Forces of Ukraine and the National Guard. A transfer is possible:

  • from rear units to combat units,
  • from combat units to combat units,
  • to other military units — taking into account the findings of the VLK.

When you cannot transfer

  • if you have served in your current unit for less than six months;
  • if you have already transferred within the past year.

Exceptions to these restrictions are made on medical grounds.

Is the commander’s consent required?

It is important not to confuse two different things here.

The candidate does not collect approvals himself. There is no need to make arrangements with your current commander in advance, get his signature or notify him of your intention before submitting the report.

But in certain cases approval is still required — and it is requested by the personnel authorities during the process, by sending the commander an urgent request. This applies to transfers between rear brigades or between combat brigades, transfers of officers from a rear unit to a combat unit, and all transfers between the AFU and the National Guard, except those carried out on the basis of VLK findings. In the National Guard, approval is also required for positions that affect the unit’s combat readiness.

Which documents are needed

  • Military document — a military ID, officer’s ID or another document proving the service member’s identity.
  • Letter of recommendation from the unit you are transferring to. Valid for 30 days.
  • VLK decision — if the transfer is health-related.
  • Additional documents — depending on the position.

How to submit

  1. Get a letter of recommendation. First, reach an agreement with the new unit. For the 141st SMB: choose a position at 141.army/vacancies/, submit an application at 141.army/anketa/ or call +380 73 141 48 08. After the interview, the brigade issues a letter of recommendation.
  2. Open “Army+”. Section “Reports” → “New report” → “Change of duty station”.
  3. Upload the documents. The letter of recommendation, your military document and, if needed, the VLK decision.
  4. Send the report. The application is submitted in electronic form only.

Timeframes

If you are transferring within the Armed Forces or within the National Guard, the personnel centre has a decision deadline of 72 hours. If there are no grounds for refusal, the order is prepared and signed within the next 24 hours. The military unit is given up to 20 days to execute the order in the AFU and up to one month in the National Guard (NGU).

If you are transferring between the AFU and the National Guard, the timeframes are longer because the two structures have to coordinate: up to 7 days for review and another 14 days to prepare the order — about 21 days in total.

Simplified transfer within a corps

Separately, there is an experimental simplified procedure for transfers between military units within the same corps, the 16th or the 19th. The trial runs until 24 September 2026.

How it works: if the report meets the programme’s conditions, on the 30th calendar day after submission the system automatically generates the transfer order. In other words, the decision is not instant but comes within a set timeframe — without separate approvals.

Eligibility conditions:

  • the service member serves in a military unit taking part in the trial;
  • rank from private to senior sergeant;
  • does not hold an officer position;
  • does not have a special status;
  • the report is submitted only via the “Army+” app.

Simplified transfers are subject to monthly quotas: no more than 50 people from a brigade or regiment and no more than 10 people from a separate battalion.
